Jubaland and Puntland oppose agreements reached at Dhusamareb 3
The regional state leaders of Puntland and Jubaland have rejected the electoral agreements on Dhusamareb conference saying they were not represented. In a joint statement from the two regional state leaders commended the first progress made from the first conference of Dhusamareb conference in July last month. “In respecting the viewpoints of the participants, Puntland and Jubbaland will make clear that points agreed in 19th August meeting in Dhusameeb about the electoral process were personal views of the president of Federal government, the leaders of Galmudug, Hirshabelle and Southwest,” the statement reads in part. The federal government and three regional state leaders agreed to hold a new indirect election model called caucuses based on constituencies. The caucus will be made up of 301 delegates who will vote for each seat in parliament establishing four constituencies in each regional state.
